Prudential Standard on Public Disclosure by Banks

APRA standard sets out disclosure standards for banks

Australian Prudential Regulation Authority standard sets out requirements for public disclosure by locally incorporated banks. Key reporting requirements: i) composition of regulatory capital in a standard form; ii) reconciliation between composition of regulatory capital and audited financial statements; iii) full terms and conditions of its regulatory capital instruments and the main features of these instruments in a standard form; iv) quantitative and qualitative information about its capital adequacy, credit and other risks; v) quantitative and qualitative information on its liquidity coverage ratio and net stable funding ratio; vi) quantitative and qualitative information about its leverage ratio; vii) quantitative and qualitative information on its approach to remuneration; and viii) quantitative information on the global systemically important banks indicators.

Draft Standards on STS Securitisation Notifications

ESMA draft standards regarding notifications applicable to simple, transparent and standardized (STS) securitization

European Securities and Markets Authority draft regulatory and implementing contain detailed arrangements to promote the new European regulatory framework for securitizations. The standards specify the format that the originators and sponsors of securitization products are required to notify to ESMA for securitization transactions that meet the STS requirements.

Capital Treatment for Short-Term "Simple, Transparent and Comparable" Securitisations

BCBS standard for applying preferential regulatory capital treatment of STC short-term securitizations

Basel Committee on Banking Supervision standard sets out additional guidance and requirements for applying preferential regulatory capital treatment for banks acting as investors in, or as sponsors of, simple, transparent and comparable (STC) short-term securitizations, typically in asset-backed commercial paper (ABCP) structures. Additional guidance and requirements include that: i) investors have access to key monthly information on performance and key characteristics of the ABCP structure; ii) redemption risk of the underlying assets is addressed from the sponsor's perspective; and iii) transactions funded by the conduit have an enforceable legal structure and that relevant information is disclosed by the sponsor to investors.

Reporting for Resolution Plans

EBA standard sets out information institutions must provide to support resolution planning by resolution authorities

European Banking Authority standards on the information that institutions must provide to resolution authorities for the purpose of drawing up and implementing resolution plans. Standards: i) clarifies scope of the reporting framework in line with the EU Bank Recovery and Resolution Directive (BRRD) to establish a minimum set of reporting obligations for institutions; ii) further specify the minimum procedural and technical reporting requirements; and iii) update related templates. Updated standards take into account the objective of ensuring proportionality and minimizing the burden on institutions.

Prudential Standard on Securitisation

APRA standard on management of securitization risks

Australian Prudential Regulation Authority standard aims to ensure than banks adopt prudent practices to manage risks associated with securitization and to ensure sufficient regulatory capital is held against associated credit risk. Key requirements are that an authorized deposit-taking institution must: i) have a risk management framework covering its involvement in a securitization; ii) ensure there is clear and prominent disclosure of nature and limitations of its obligations arising from its involvement in a securitization; iii) not provide implicit support to a securitization; and iv) calculate regulatory capital for credit risk against its securitization exposures.

APRA standard for measuring the regulatory capital of banks

Australian Prudential Regulation Authority prudential standard sets out the characteristics that an instrument must have to qualify as bank regulatory capital and the regulatory adjustments to be made to determine total regulatory capital. Key requirements are that banks must: i) include in the appropriate category of regulatory capital only those capital instruments that meet the detailed criteria for that category; ii) ensure all regulatory capital instruments are capable of bearing loss on either a "going-concern" basis (Tier 1 Capital) or a "gone-concern" basis (Tier 2 Capital); and iii) make certain regulatory adjustments to capital, mainly from Common Equity Tier 1 Capital, to determine total regulatory capital.
