Proportionality in Banking Regulation: A Cross-Country Comparison

BIS note compares proportionality approaches of six jurisdictions

Bank for International Settlements note compares the proportionality approaches in Brazil, the European Union, Hong Kong SAR, Japan, Switzerland and the United States. The approaches differ considerably, in terms of criteria and the thresholds used to decide which banks are subject to specific sets of rules, and also in terms of the regulatory standards that are subject to a proportional implementation.

Comprehensive Capital Analysis and Review 2017: Assessment Framework and Results

FRB description of its CCAR requirements and process

US Federal Reserve Board assessment of large and complex US bank holding companies (BHC) provides: i) background on Comprehensive Capital Analysis and Review (CCAR) requirements; ii) description of assessment framework and factors used by Federal Reserve when reviewing BHCs' capital plans; iii) summary of CCAR 2017 results, including objection and non-objection decisions on BHCs' 2017 capital plans; and iv) information about process and requirements of CCAR 2017, including consequences of objections to a capital plan, execution of planned capital distributions, process for resubmitting a capital plan, and feedback provided by Federal Reserve on a BHC's capital plan. CCAR is a complement to the FRB's supervisory stress-testing framework.

IAIS Stakeholder Engagement Plan

IAIS plan to strengthen its engagement with stakeholders

International Association of Insurance Supervisors plan sets out new stakeholder engagement commitments, policies and strategies. Enables insurance supervisors to have an understanding of how the IAIS is gathering input, and may inform the coordination of their own interactions with industry and other stakeholders. Insurance supervisors also might be able to learn from the IAIS's approach to help structure their own stakeholder engagement efforts.

List of O-SIIs in the EU

EBA list of domestically systemically important institutions in the EU

European Banking Authority list identifies "other systemically important institutions" (O-SIIs) based on EBA guidelines. O-SIIs are institutions deemed systemically relevant beyond those already identified as global systemically important institutions (G-SIIs). List indicates additional capital buffers that authorities have set for O-SIIs.

Progress in Adopting the Principles for Effective Risk Data Aggregation and Risk Reporting

BCBS progress report for 2016

Basel Committee on Banking Supervision fourth progress report reviews G-SIBs' progress in implementing the Principles in 2016. Finds that G-SIBs' level of compliance with the Principles is unsatisfactory, notwithstanding that G-SIBs have made some progress in implementing the Principles in 2016. Makes two additional recommendations: i) banks should develop clear roadmaps to achieve full compliance with the Principles and to comply with them on an ongoing basis; and ii) supervisors should communicate assessment results to their banks, provide necessary incentives to achieve full compliance with the Principles, and continue to refine their techniques to assess banks' compliance.
