FDIC rule to ensure prompt payment of insured deposits when banks fail

US Federal Deposit Insurance Corporation final rule to facilitate prompt payment of insured deposits when large banks fail. Requires each insured bank that has two million or more deposit accounts to: i) configure its information technology system to be capable of calculating the insured and uninsured amounts in each deposit account, which would be used by the FDIC to make deposit insurance determinations in the event of failure; and ii) maintain complete and accurate information needed by the FDIC to determine deposit insurance coverage with respect to each deposit account.

Deposit Insurance and Digital Financial Inclusion

CGAP brief on deposit insurance as it applies to digital stored-value products

Consultative Group to Assist the Poor brief summarizes issues relevant to deposit insurance arising from emerging digital stored-value products issued by financial institutions and mobile network operators (MNOs). Observes three distinct approaches: i) exclusion approach, where digital stored-value products are not considered deposits and are not insured; ii) direct approach, where digital stored-value products are offered by licensed financial institutions, are considered deposits, and are eligible for insurance; and iii) pass-through approach, where the funds collected by providers who are not members of the deposit insurance system, such as MNOs, are placed in pooled custodial accounts with an insured institution.

Guidelines on Cooperation Agreements Between Deposit Guarantee Schemes

EBA guidelines for cooperation among European Union deposit guarantee schemes

European Banking Authority guidelines enhance resilience of deposit guarantee schemes and improve depositor protection, including in cross-border bank failures. Specify minimum content in relation to three key areas to be included in cooperation agreements: i) modalities for repaying depositors by local DGS at branches of banks established in other EU member states; ii) modalities for transfer of contributions from one DGS to another in case a credit institution ceases to be a member of a DGS and joins another DGS; and iii) modalities for mutual lending between DGSs.
