Implementing the Recommendations of the Task Force on Climate-Related Financial Disclosures

FSB guidance on how to implement the TCFD recommendations

Financial Stability Board guidance contains: i) directions on the application of the recommendations; ii) recommendations and supporting recommended disclosures that describe information that investors, lenders, and insurance underwriters need to make economic decisions; iii) guidance to assist preparers by providing context and suggestions for implementing recommended disclosures; and iv) supplemental guidance that highlights important sector-specific considerations for the financial and non-financial sectors potentially most affected by climate change.

Haircuts in EU Securities Financing Markets

ESMA research paper on level and calculation methodology of haircuts by securities financing transaction market participants

European Securities and Markets Authority report on securities financing transactions (SFTs) in the European Union and participants' use of collateral haircuts. SFTs involve mainly repurchase agreements (repos) and securities lending, and are a key source of liquidity in the EU financial system. The discounts (haircuts) applied to collateral valuation by lenders are an important risk management tool, but changing haircut requirements can contribute to pro-cyclicality and financial instability by reinforcing asset price movements.

Guidelines on LCR Disclosure

EBA guidelines set out uniform tools for LCR related disclosures

European Banking Authority guidelines harmonize and specify qualitative and quantitative information that institutions are required to disclose on liquidity and the LCR. Guidelines include: i) harmonized table for disclosure of general information on liquidity risk management; and ii) templates and instructions for disclosure of information on LCR composition. Also specifies key figures and metrics in context of liquidity risk.

Progress in Adopting the Principles for Effective Risk Data Aggregation and Risk Reporting

BCBS progress report for 2016

Basel Committee on Banking Supervision fourth progress report reviews G-SIBs' progress in implementing the Principles in 2016. Finds that G-SIBs' level of compliance with the Principles is unsatisfactory, notwithstanding that G-SIBs have made some progress in implementing the Principles in 2016. Makes two additional recommendations: i) banks should develop clear roadmaps to achieve full compliance with the Principles and to comply with them on an ongoing basis; and ii) supervisors should communicate assessment results to their banks, provide necessary incentives to achieve full compliance with the Principles, and continue to refine their techniques to assess banks' compliance.
