Guidelines on Measures to Reduce or Remove Impediments to Resolvability

EBA guidelines explaining circumstances under which resolution authorities may impose measures to overcome obstacles to resolvability

European Banking Authority guideline made pursuant to Article 17 of the European Recovery and Resolution Directive (BRRD) specifying details on a list of measures to address impediments identified by resolution authorities and circumstances in which each measure may be applied. Measures may be grouped under three headings: i) structural measures concerning the organizational, legal and business structure of an institution; ii) financial measures relating to its assets and liabilities; and iii) products and additional information requirements. Appropriate measure depend on specific circumstances, the business model of the institution and external factors.

Regulatory Technical Standards on Resolution Planning

EBA draft regulatory technical standards on content of resolution plans for institutions and groups and criteria for resolvability assessments

European Banking Authority final draft regulatory standards developed pursuant to Article 10 of the European Recovery and Resolution Directive (BRRD) on content of resolution plans for institutions and groups and criteria for resolvability assessments. Specifies circumstances under which resolution authorities can require measures to overcome obstacles to resolvability that are identified in the assessment and also specifies the measures that can be taken to reduce or remove these impediments. Proposes harmonization of stages of process for assessment of resolvability. Proposes general requirement for any information necessary to enable delivery of preferred resolution strategy to be included in each category, as well as specific requirements in each category.

Guidelines on Common Procedures and Methodologies for the Supervisory Review and Evaluation Process (SREP)

EBA guideline to promote a consistent supervisory approach across the EU

European Banking Authority guidelines to promote common procedures and methodologies for supervisory review and evaluation process (SREP) referred to Directive 2013/36/EU and for assessing organization and treatment of risks referred to in that Directive. Has four main components: i) business model analysis; ii) assessment of internal governance; iii) assessment of risks to capital and adequacy of capital; and iv) assessment of risks to liquidity and adequacy of liquidity. Assessment is summarized in a common scoring and leads to a consistent approach in setting supervisory requirements to hold additional capital and liquidity resources, as needed.

Stress Testing the UK Banking System: 2014 Results

BOE report on results of first stress test of UK banking system

Bank of England report on results of first concurrent stress test of UK banking system, which was built on common, EU-wide exercise coordinated by the European Banking Authority (EBA). Test covered eight major UK banks and building societies and assessed impact of a variant of the EU-wide stress scenario on end-2013 balance sheets. Explored vulnerabilities stemming from UK household sector in particular, reflecting the Financial Policy Committee’s (FPC’s) assessment of main domestic risks to financial stability. Key judgments to arrive at final projections were taken by BOE staff, under guidance of the FPC and the Prudential Regulation Authority (PRA) Board. Bank-specific results have been approved by the PRA Board.

Key highlights: i) clients report that network outages are the most frequent problem they face in digital financial services; ii) clients are most concerned about the lack of clarity about where to complain; iii) despite difficulties in using digital financial services, clients are proactive about being vigilant and not being scammed; iv) while temporary PINs may increase security, difficult-to-use interfaces obfuscate mobile financial products; and v) aligning agent and agent network managers' incentives with a good customer experience has potential to reduce problems at the agent channel.
