Final Draft Regulatory Standards on the Assessment of Recovery Plans

EBA standards requiring recovery plans to be assessed for completeness, quality and overall credibility

European Banking Authority Regulatory Technical Standards (RTS) made under Articles 5(7), 5(10) and 6(8) of the European Recovery and Resolution Directive (BRRD). Outlines matters supervisory authorities must assess when reviewing individual and group recovery plans developed by financial institutions. Objective is to ensure a common approach across the EU regarding assessment of recovery plans and facilitate joint assessments of group recovery plans by different supervisory authorities. Supervisory authorities are required to assess recovery plans against three sets of criteria: i) completeness; ii) quality; and iii) overall credibility of a recovery plan.

Guidelines on the Range of Scenarios to be Used in Recovery Plans

EBA guidelines on the stress scenarios to be used in bank recovery plans

European Banking Authority guidelines developed pursuant to Articles 5.7 and 6.8 of the European Bank Recovery and Resolution Directive (BRRD). Specifies the range of scenarios of severe macroeconomic and financial distress against which institutions should test the impact and feasibility of their recovery plans. The guidelines stipulate that at least three scenarios should be included to ensure coverage of a system-wide event, an idiosyncratic event and a combination of system-wide and idiosyncratic events.

Principles for Effective Supervisory Colleges

BCBS revised guidelines on functioning of supervisory colleges

Basel Committee on Banking Supervision revised guidelines to promote and strengthen operation of colleges. Key changes include: i) greater emphasis on ongoing collaboration and information-sharing; ii) reinforcing expectations on balance between core college effectiveness and host authority involvement; iii) home and host supervisor mechanisms and resources for effective and timely information exchange; iv) home and host supervisors to agree on what types of feedback they provide to banks and how; and v) differentiating between banks that have resolution colleges and those that do not, and providing guidance on possible communication and coordination between supervisory colleges and resolution colleges with respect to crisis preparedness. Also incorporates guidelines for sharing and use of macroprudential information.
