Report based on the fact finding study Corporate Governance Lessons from the Financial Crisis issued by the OECD in February 2009

Impact On and Responses of Emerging Markets to the Financial Crisis

IOSCO report recommends how emerging markets may mitigate future shocks

International Organization of Securities Commissions report discusses experiences of emerging markets in responding to the financial crisis. Sets out key regulatory and supervisory challenges identified by securities regulators in the current environment. Emerging markets may be increasingly exposed to systemic risk and shock transmission in turbulent times as a result of integration with global financial system. Highlights need to strengthen regulatory and investor protection frameworks, as well as effective prevention and management of systemic risks and instabilities in emerging markets.

Funding of Deposit Insurance Systems

IADI guidance on design of funding arrangements for deposit insurance systems

International Association of Deposit Insurers guidance paper examining various approaches to funding used by deposit insurers and providing suggested guidance on design of funding mechanisms and closely related features of deposit insurance systems. Principles for Sound Stress Testing Practices and Supervision

BCBS guidelines aimed at deepening and strengthening banks’ stress testing practices and supervisory assessment of these practices

Basel Committee on Banking Supervision guidance sets out a comprehensive set of principles for sound governance, design and implementation of stress testing programmes at banks. Principles address weaknesses in such programmes that were highlighted by the financial crisis. Stress testing also is a key component of supervisory assessment process that assists supervisors in identifying vulnerabilities and evaluate banks' capital adequacy. Principles establish expectations for role and responsibilities of supervisors when evaluating firms' stress testing practices

Rethinking the Financial Network

BOE account of the structural vulnerabilities that built up in the financial system prior to 2009

Speech by Bank of England economist. Part 1 explains the emergence of two characteristics of the financial network over the past decade – complexity and homogeneity. Part 2 provides some tentative policy prescriptions. The experience of other network disciplines suggests a rather different approach to managing the financial network than in the past, if future systemic dislocations are to be averted. Three areas in particular are discussed: i) data and communications; ii) regulation; and iii) restructuring.

Gender and the Financial Crisis

UNESCO discussion paper identifies gendered causes and consequences of global financial crisis

United Nations Educational, Scientific and Cultural Organization discussion paper identifies hidden gendered causes and consequences of global financial crisis in order to improve knowledge base for policy development. Includes: i) gendered assumptions underlying financial and macroeconomic policies; ii) gender composition of decision makers and of beneficiaries or losers in the financial and "real" economy; and iii) as issues of regulation, transparency and democracy, which have implications for women's human rights and empowerment. Paper is divided into four sections: i) gendering of financial architecture; ii) gendering of impact of financial crisis; iii) gendering of policy responses to crisis; and iv) conclusion assessing implications of gender and for gender of financial crisis.

FSB Principles for Sound Compensation Practices

FSB standards to align compensation with prudent risk-taking

Financial Stability Board principles require compensation practices in the financial industry to align employees' incentives with firm's long-term profitability. Calls for effective governance of compensation, and for compensation to be adjusted for all types of risk, to be symmetric with risk outcomes, and to be sensitive to the time horizon of risks. Principles are intended to apply to all significant financial institutions but are deemed especially critical for large, systemically important firms.
