The Regulator's Perspective on the Right Timing for Inducing Interoperability

ITU's report presents results of a survey of focus group members

International Telecommunications Union report sets out insights of regulators from focus groups on interoperability. Some similarities across the surveyed countries can be observed: i) financial and telecommunications regulators need to define their roles and responsibilities among each other before addressing digital financial services interoperability; ii) current state of interoperability in different countries varies substantially; iii) positive outcomes are reported, or at least expected, across countries, suggesting that current policies might persist for the time being; and iv) authorities seem to be conscious of the fact that any intervention needs to be considered carefully and take place only when no market-driven solution is leading to interoperable services.

Key findings: i) non-financial return-based crowdfunding models dominate market activity in East Africa, while financial return-based loan and equity models are in early stages; and ii) debt- and equity-based models dominate total global activity, accounting for most market activity in established markets, while donation and rewards account for a small percentage of total market activity.
