Tanzania Narrows the Financial Inclusion Gender Gap

AFI and WWB case study examines policy change to support women's financial inclusion in Tanzania

Alliance for Financial Inclusion and Women's World Banking case study of approaches to gender-focused financial inclusion policies in Tanzania. Identifies seven policy areas to advance women's financial inclusion: i) greater focus on value proposition of women's financial inclusion; ii) gender-disaggregated data collection and research to allow for fine-tuning policy; iii) reforms in legal and regulatory frameworks to create space for innovation that support greater financial inclusion for women; iv) development of financial infrastructure to implement sound policy; v) refined and strengthened financial consumer protection regulation to address concerns and issues of women clients; vi) financial education and financial literacy programs for women; and vii) addressing social norms that constrain women's financial inclusion.

Deposit Insurance and Digital Financial Inclusion

CGAP brief on deposit insurance as it applies to digital stored-value products

Consultative Group to Assist the Poor brief summarizes issues relevant to deposit insurance arising from emerging digital stored-value products issued by financial institutions and mobile network operators (MNOs). Observes three distinct approaches: i) exclusion approach, where digital stored-value products are not considered deposits and are not insured; ii) direct approach, where digital stored-value products are offered by licensed financial institutions, are considered deposits, and are eligible for insurance; and iii) pass-through approach, where the funds collected by providers who are not members of the deposit insurance system, such as MNOs, are placed in pooled custodial accounts with an insured institution.

Implicit Support for Securitisation Transactions

EBA guidelines on capital treatment of securitizations

European Banking Authority guidelines set out objective test for definition of arm's length conditions and for assessing when a securitization transaction is structured in a manner that does not provide implicit support. Originating institutions that fail to structure the transaction in a manner that does not involve implicit support must hold capital against the exposure as if it had not been securitized. Includes provisions to avoid a scenario whereby support is provided on behalf of originator by another entity.
